Most likely the best treatment would be a minor surgical revision under local anesthesia...about 15 minutes I would guess. I am not a big fan of camouflage with fillers to solve problems.

lower lid excess skin vs festoon  July 6, 2011 2:38 PM

It is difficult to answer without examination or a photo. You might be referring to extra skin, for which lower blepharoplasty with skin removal (or tightening using chemical or laser) would help. You might be referring to lower eyelid and upper cheek festoons, in which case the treatment is totally different. Consult an oculoplastic surgeon.
