It may be that both doctors are right.
Lipo alone removes fat. It doesn't tighten the skin or tighten the deep muscles. I personally believe laser does not significantly tighten the skin without danger of burns.
The next step up is some type of muscle tightening plus lipo. Our preference is for the Neck-Lace procedure, which gives a very nice cervicomental angle.
The best results combine the Neck-Lace with a volume adjusting facelift, possibly with volume restoration. If any jowls are present at all, this is the option that will give the best and most satisfying result.

There is about 8 different anatomical reasons for having a "bad neck". So which is the right operation for you depends on exactly what is your anatomy.
First I would recommend finding a board certified plastic surgeon specializing in face lifts. They are both common procedures performed with a face lift, but the correct one for you would have to be determined after a consultation and examination. I would recommend talking to previous patients and reviewing the doctor's before and after pictures to determine which doctor you feel will provide you with the best results.
