The area just below my calf muscles, that spans down to my ankles, is very thin. I've never seen plastic surgery for that area. Why is that?

That area just below the calf muscle and ending at the ankles is approximately 5 inches long. The thickness below my calf is approx. 3.25 inches and tapers downward ending at 2 inches. Because of this I don't like wearing dresses, shorts or heels. Capri pants are the worst because all you see are my chicken legs at the bottom and it stands out even more.
