Can my recessed scar be treated?

About 7 years ago I got an infection from a cut on the middle of my shin that went really deep (almost to the bone) and left a recessed circular scar about 1cm in diameter. It is quite unsightly and I would like some sort of treatment to raise it to the surface and level with the surrounding skin. Would laser or collagen treatment work? And would I be able to get permanent results?
