Is it mandatory or necessary to use a bleaching agent pre jessners peel, I have been using tretinoin 0.25% now for 30 days, the peel is in 4 days now.

-been using tretinoin 0.025% for 30 days now as a pre peel treatment. I have pre-existing hyperpigmented skin from a tca peel about 1 yr and 6months ago that left my skin with blotchy dark marks. As of today some of the hyper dark marks have faded and softened from using the tretinoin, but not completely - myself and the doc. are hoping the Jessners will remove all of the hyperP skin / circle patches mainly on the sides of my face and under around my eyes top and bottom.
-I contacted my doc. who will be performing the peel in 4 days - his assistant said it can only help to use the hydroquinone 4% and I know about the sunscreen fact.

You almost answered your own question by stating that you had hyperpigmentation issues after a TCA peel. In fact, this can happen after ANY peel, even a light one, such as a glycolic peel, (more)
