Richard Blumenthal said state health inspectors found severe violations at the office of Dr. Teresita Mascardo and that they obtained an emergency order from the Department of Public Health to suspend the facility's surgical license.

During an inspection, Blumenthal said said an unlicensed anesthesiologist was found working at Connecticut Plastic Surgery Center, LLC. He also said that single-use suture sets and other supplies were resealed after being opened, and had blood and human fluids on them.

He said severe rust was found in the interior of a machine used to sterilize surgical equipment and a garbage container in a recovery room was full of garbage, food and surgical waste, including syringes.

Inspectors also found animal droppings on equipment and dust, debris and blood on the floor and equipment. Inspectors said procedures were being conducted without nurses present.

I was a patient of Teresita Mascardo not to long ago. I had surgery on my upper arms to take off extra skin after losing a lot of weight. IT WAS A NIGHTMARE. After two weeks both my arms were very infected and my incisions on my arms opened up and she had to go and resew them. It was like sewing wet tissue paper together. It took almost 6 months for my arms to entirely heal. She told me that before a year was up that she would redo them because the scars were so bad,
I asked her repeatedly why this happened because I had had many surgeries before this and never a problem. She said it was because I used to smoke 20 years ago. Then everytime I went into her office which was a weekly trip an hour away she asked me if I was still smoking and I had to keep telling her I did not smoke.

After 6 months from the second surgery I went back to her and she asked me if i had lost more weight because I still had so much skin hanging from my arms. I told her no and then she asked me if I really wanted to go through surgery again, that they looked ok the way they were. I had no other choice but to go back to her because she had to do them for nothing and I had no money to go elsewhere. I did go for another opinion on how the sutures should be and the drains placed in my arms. The first time her medical assistant took the drains out not even a week after my first surgery because the doctor called out sick the day I went for my first follow up appointment. When we discussed what she was going to do to correct my scars I told her I went for another opinion on the placement of the drains and she told me she wasn't going to use any drains.

The day of my third surgery right before we went in she told me she was going to use drains. And then charged me another $600.00 dollars for the anesthesiologist. This time she left the drains in for 3 - 4 weeks. As of now my scars are still horrible and my right arm hurts to lean on and is numb and tingles at times. I just figured i would have to live with it because I was not going back to her to have it done again. Now to hear this news is very very upsetting. I still owe a lot of money for this surgery. I am attaching pictures so that you can see what I have had to endure.
