Do you eat a lot of wheat based foods? Gluten containing grains cause bloating and may be responsible for you feeling that your tummy tuck has failed. Try giving up wheat, barley and rye and see if you see a difference. Try reading William Davis MD's book Wheat Belly, it is very informative. Hope this helps, I have had a tummy tuck myself and if I accidentally eat the wrong foods mine doesn't look flat either.
